When I'm cropping and resizing pictures in PSP8, I can't seem to get them to look smooth in their smaller version. Any tips for getting rid of that grainy look? Sharpening just makes it look worse, and softening makes it look blurry.

Also, as a side note, how do you get the layer pallette to show on PSP8?
