Ok! I promise this is very simple and easy. :]
1) Duplicate your base and set to Screen at 100%. Keep it at 100. It'll get darker at the end, so don't worry if it's too bright.
Now you should have this:
2) New fill layer, and Fill with 020a30 set to Exclusion.
3)New layer! Fill with 95FFFE Set to Colorburn.
4) Selective Layer with these settings:
Reds: -100 +100 +100 0
Yellows: +100 +75 -69 -69
Click OK.
5) Another Selective Layer:
Neutrals: +100
Click OK. SET THIS LAYER TO SOFTLIGHT.
And you're done! :D Just add shinies and make it pretty and unique!
