This appears more an analytical rather than opinion.
I skim read it and it seems consistent with my understanding.
The comparisons of resource royalties ignores all the other taxes and psuedo taxes (regulations) applied in Australia.
One cannot compare royalty rates in AU with, for example, Qatar without accounting for labour costs which generate income and payrol tax.
After reading the above, one wonders why miners bother to mine in Australia.
