About Human Services

The Virginia Beach Department of Human Services is a combined behavioral health authority and local department of social services that provides an array of coordinated services to help meet the needs of the most vulnerable members of our community.

The joint operation of the Community Services Board, Social Services and our supportive divisions under the umbrella of a single department enables a higher level of collaboration that ensures clients can receive the full spectrum of services that they may need from across all areas of the agency.

Virginia Beach residents can reach the Department's programs and services through any of its major program areas.

Broadly speaking, Behavioral Health and Developmental Services are responsible for assisting individuals with mental health concerns, substance use, and/or intellectual disorders.

The Social Services functions include financial assistance, child protective services and adult protective services.
