You should download and use the unlocker program.

The Web Cam will not open? It says its being used by another program.
I checked all programs, not being used by anything I can see'

I've the same problems sometimes!!!

Guest, I had it a long time ago too, empty the folder where the photos and videos from the camera are and the camera works again.
