Government Priorities 2026-2028
The Strategic Policy Statement (SPS) sets out the Cayman Islands Government’s seven Broad Outcomes for the 2026–2028 period. These priorities guide policy direction, Budget decisions, and the work of Ministries, Portfolios, and Offices across the public service.
They reflect Government’s commitment to building a stronger, fairer Cayman Islands — one in which Caymanians have access to opportunity, families can live securely and with dignity, and the Islands remain resilient for generations to come.

Seven Broad Outcomes

Education, Immigration and Workforce Development
Strong Education and Immigration Systems that Support a Highly Skilled and Adaptable Caymanian Population.
Government will focus on strengthening education at all stages, improving pathways into employment, and maintaining a modern immigration and workforce system that supports opportunities for Caymanians while meeting national needs.

Housing, Infrastructure and Environment
Sustainable Physical Development that Prioritises Affordable Housing, Ensures Resilient Infrastructure and Protects Nature.
Government will support access to affordable housing, invest in resilient infrastructure across all three Islands, and protect the natural environment through responsible planning and long-term sustainability measures.

Economy
A Diversified, Resilient Economy that Supports Prosperity and Innovation.
Government will work to strengthen key industries, encourage innovation and entrepreneurship, and maintain economic stability to support long-term prosperity for Caymanians.

Health and Social Development
Healthy and Empowered People with Improved Quality of Life for All Ages.
Government will support access to healthcare, strengthen social services, and promote community wellbeing so people of all ages can live safely, securely, and with dignity.

Caymanian Identity, Culture and Heritage
A Cohesive Society that Protects and Institutionalises Caymanian Identity and Culture.
Government will preserve and promote Caymanian heritage, strengthen cultural education and participation, and ensure that traditions and cultural values remain central to national development.

Public Services
Efficient, Effective, Accountable and People-Centred Public Services.
Government will strengthen the capacity, digital capability, and accountability of public services so that departments can deliver efficient, modern, and responsive service to the public.

Good Governance and Public Safety
A Secure, Well-Governed Country Demonstrated by Transparent Governance and Robust Public Safety Systems.
Government will uphold strong governance, transparency, and national security, ensuring safe communities and public trust in the systems that support daily life.
How Government Will Communicate the Priorities
Government will continue to share clear, accessible information about the seven Broad Outcomes using plain-language explanations, icon-led visuals, and factual updates tied to the SPS period. This page will be updated as new materials, releases, and public information become available.
