What is CERV?

The Citizens, Equality, Rights and Values (CERV) programme supports open, rights-based, democratic, equal, and inclusive societies across the EU, with a focus on empowering civil society organizations like youth NGOs.

CERV protects and promotes EU Treaty rights and the Charter of Fundamental Rights by funding projects that enhance civic participation, combat discrimination, and address violence. It builds on prior initiatives like Europe for Citizens, emphasizing common values, history, and diversity.

  • Union Values: Protects core EU principles like the rule of law via networks and think tanks
  • Equality, Rights and Gender Equality: Promotes non-discrimination, women's rights, and gender mainstreaming through targeted policies and actions
  • Citizens' Engagement and Participation: Encourages democratic involvement, exchanges between Member States, and awareness of European history
  • Daphne: Combats violence, including gender-based violence and violence against children
