Feature, Update Github Action Pipeline

Hi I updated the existing the Github Actions to generate a laravel project and attempt to install the shopper package and then run tests

I've run all test for laravel 9 and everything style okay. The version since v1.0.4 is already supported by laravel 9, i removed the support for laravel 8.
