Add a Lock pitch to the oscillators

There's a lock on the wave, and a lock on the instrument (which will affect both osc and wave) but no lock for the oscillators. Maybe there should be one, for those cases where you want the osc locked, but not the wave.

In last version of my fork I did this thing but only for noise, because there are chips like AY where noise frequency is completely independent from tone generator freq.
