Minimum follower count is incorrect on location-specific pages

For some reason, my GitHub profile does not show up in the committers.top rankings. I should be included, because:

• I have 6700+ commits/contributions.
• I have 11 followers.
• Most of my contrubutions are in public repos.

Despite meeting the criteria, my profile is missing from the ranking.

Expected behavior: My profile should be visible in the Belarus regional ranking.
