Summary

This is part of a bigger effort to implement a file tree browser (FTB) in the repository.

As part of this issue we should implement the hover load directive in the FTB, ensuring the directory/blob is pre-loaded before users click on it.

Notes

We already use this directive on the repository file tree row, we can use the same implementation for the repository FTB.
