Update Projects::BranchRule initializer

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

We need to update the initializer to toggle between current behavior and AR behavior (super) when the feature flag is toggled.

We will need to update every location that calls Projects::BranchRule.new (it is a lot)
