Missing config option to limit size of Web UI uploads

There is an option to limit the size of pushes, but not one to limit the size of uploads through the Web UI, which is leading to errors by our users in self-hosted instances.

The only work-around is a custom NGINX config that separates the Web UI from the API (which needs a larger limit).

Could this be added?
