Apply branch rule setting for resolving outdated merge request diff threads

Update MergeRequest#update_diff_discussion_positions to consider the branch rule setting (from #504648) for resolving outdate merge request diff threads when it exists instead of the project level setting.

The branch specific setting should only be applied when the feature is available to the project.
