GraphQL: add ProtectedBranchCreate mutation

Problem

The mutation to create a protected branch is missing.

Proposal

Add ProtectedBranchCreate mutation to GraphQL to support protected branch creation.

Note CE and EE versions of protected branches have different configurations.
