Docs feedback: Gitlab for Open Source license overview is incorrect if shortcut buttons are disabled

The instructions for the first screenshot requested for the Gitlab for Open Source verification won't apply if the user has disabled the "Show shortcut buttons above files on project overview" setting in their profile. The license button simply doesn't exist. I think one of my projects was declined for this reason, but since there's zero detail in the email about it, I can't be sure.
