Sort files when streaming diffs using DiffBlobs

Background

We added support for DiffBlobs RPC and stream the diff files in !162171 (merged).

In !163096 (comment 2097220481), it was noticed that when the streamed diffs are not in the same order that we would expect (the starting file is not the same).
