Indicate requested changes in merge request overview

The merge request overview already shows a green label "Approved" when a merge request is approved.

Example:

Though for merge requests for which the reviewer(s) requested changes, there is currently no such label. The info when hovering one of the reviewers is even incorrect. The tooltip still says "Review requested from ..." even when the reviewer requires changes.

Example:

"Review requested from ..." tooltip when hovering the avatar of a reviewer that requested changes

So the tooltip should say "Reviewer ... requested changes" and a new (red) label "Changes requested" should be introduced to indicate that the author of the merge request needs to make some edits.
