Convert commit input buttons to textarea component

Issue

We're still using a button element for the Reply on commits. I believe there are accessibility concerns with this, which led to us converting the button to a textarea for MR/issuable replies

Proposal

Convert the button in app/helpers/notes_helper.rb to a textarea
