Do not apply limits to MR diffs API

Proposal

A consumer of List merge request diffs will want to use this endpoint for automation and getting MR changes. However, because this API is also subject to diff limits, the API consumer cannot rely on this API as a single source of thruth about MR diffs. This can cause issues and confusions similar to what's been described in this internal customer ticket.

We should either make sure that API is not subject to the same limits or document these limits on List merge request diffs page.
