Approval rules should allow requirements based on user role

Proposal

Currently, when creating approval rules, it's possible to select from individual users and groups whose approvals should be required, but there is no option to create rules based on user roles (e.g., Owner, Maintainer, Developer, and so forth). Adding the option to use roles in this way would make the system that much more flexible.
