Add test pass threshold as a merge request rule

Problem to solve

As an administrator, I want GitLab to automatically block the merge requests that fail too many tests.

Proposal

Add the "test-check" as a merge request rule. The project manager can set a maximum failed test. If too many test are failed, then block the merge request.
