Dogfood VSA for "section::ops" Feedback

Intent

This issue is meant to provide feedback about GitLab's VSA features as we attempt to utilize it for Ops Section performance indicators.

Current Blockers

• There is no way to get a result or aggregation of the time spent in each phase over time to determine if we are making progress

Current Nice to Haves
