"Trigger pipelines for mirror updates" should be on by default if .gitlab-ci.yml is found

The fact that the setting "Trigger pipelines for mirror updates" is not enabled by default for a mirrored project, even though there's a valid .gitlab-ci.yml, has been very confusing when I created mirrored projects. I didn't realize this and wondered what was going on with the pipelines.
