Remove "Copy" and "Open Raw" when viewing empty type files

When viewing empty type files, should we considering hiding the default actions:

• Copy file contents
• Open raw

From a user perspective, it doesn't really makes sense to have these actions available for an empty file 🤔 In regards to the download button, I think it's okay to keep it around as it's still an actual file, so being able to download should be fine 👍
