Admin Area's listing of permitted SSH keys and key lengths, should be improved

The Admin Area lists the supported types of SSH keys in Settings > General > Visibility and access controls. The lack of a title, lack of accompanying text or popup, makes it difficult for the user to understand the function of these dropdown.

Proposal:

1. Group the four options under a common title, perhaps "SSH keys".
2. Add a popout which describes the options briefly, and includes a link to the documentation.
