Additional Snippet edit permission options

Problem

As part of #16256 Snippets inside of projects would be editable by more users of the project. This behavior may not be desirable for all Snippets within a project, or some Snippets in a project may need to have more restricted access.

Proposal

A new permission option should be added to the Snippet edit screen that allows the permissions to be set to include developer roles.
