Notifying user when mentioned in an edited comment

In slack [internal], I asked whether or not users were pinged when they are @-mentioned when editing a comment.

It sounds like we create a todo for the mentioned user but we don't email them. It would be nice to email the user for users who rely on emails rather than todos.
