Problem: Intel placed using ZEN's module while ACE is loaded will always be an ACE interaction. I'd like the option for it to be a holdaction, similarly to how it functions when ACE is not installed.

Solution:
Instead of checking for ACE in the Create/Edit Intel function, have it check for an option defined in the module UI.

Alternatives considered:
Keep using Achilles and suffer with the old UI overlapping ZEN's.
