Sidebar Scroll undraggable by mouse #7374

- I have searched existing issues and avoided creating duplicates.
- I am not filing an enhancement request.
- I have checked that this issue cannot be reproduced on Mozilla Firefox.
- I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.
What happened?
The scroll bar in the side view only works in compact mode (Hide sidebar) otherwise is undraggable
You can drag the scroll bar outside of compact mode if you have the side bar at minimum width but even then it is only 1px
what ends up happening is that the mouse drags the width adjust of the side bar and dragging the scroll bar becomes impossible
