Git panel stuck on "Loading Commit History" in projects with empty or no repositories #58653

Reproduction steps

  1. Open an empty project without a git repo.
  2. Open git panel. Switch to history tab.
  3. Notice how it says "Loading commit history".
  4. Now, switch to changes tab and click initialize repo.
  5. Open history tab again. it still says "Loading commit history.
