Reproduction steps

  1. Have "Disable AI" turned on (whether it was enabled in the current session or a previous session)
  2. Go to the "Welcome back to Zed" page
  3. Observe that the "View AI Settings" link is visible

Current vs. Expected behavior

Current behavior: The "View AI Settings" link is visible (and does nothing) when "Disable AI" is enabled.

Expected behavior: The "View AI Settings" link should be invisible (or does something) when "Disable AI" is enabled.
