Reproduction steps

1. Open a blank workspace
2. Run ls in the terminal
3. Select output and right click
4. Notice there is no option to Add to Agent Thread

Current vs. Expected behavior

Current: I cannot send terminal selections to the agent panel if my window has no work trees
Expected: I would expect to be able to send text from the terminal to the agent, worktrees or no work trees
