Non-ASCII file mentions are URL-encoded after message submission #44981

Reproduction steps

  1. Create or open a file with a non-ASCII name
  2. Open the Agent panel
  3. Mention the file in the input field
  4. Send the message

Current vs. Expected behavior

Expected behavior

The file name remains human-readable both:

  • while composing the message, and
  • after the message is sent and rendered in the thread.

Actual behavior

  • In the input field, the filename is displayed correctly
  • After sending the message, the filename is displayed URL-encoded in the thread

The input field and the rendered thread are referring to the same file.
