1. Start Zed
2. Open Agent panel
3. Ask it to do a task, that will have a lot of steps to follow

Current vs. Expected behavior

As can be seen - my plan fills the entire height of zed window - and is not scrollable.

I'd expect the "Plan" to be scrollable if it's too long.
