Reproduction steps

1. Create and save 2 plain text files (one with foobar and another with foobarbaz)
2. Open only 1 of the files
3. Use Project Search to search for foo

Current vs. Expected behavior

When I use Project Search to search for foo while one of the files is open, the first few searches only return results in that file.

Seems like a reoccurrence of #40792, potentially caused by #40835?
