Summary

Description

When you have multiple preview tabs opened, closing and then reopening multiple tabs will cause the reopened tabs to replace existing preview tabs.

Steps to reproduce:

1. Open multiple preview tabs from Project Search (search for something that appears in multiple files)
2. Close multiple preview tabs in a row
3. Try to reopen multiple tabs

Expected Behavior: Closing N preview tabs will reopen into N preview tabs
Actual Behavior: N preview tabs replace each other when reopening, leaving 1 preview tab
