This bumps the reviewdog version from 0.15.0 to 0.17.1 as while it's been a few releases behind, it would be helpful to have access to the new github-pr-annotations reporter from the 0.17.0 release which helps resolve a longstanding reviewdog issue. I made the same change to reviewdog/action-brakeman#52 since a few actions have fallen behind recently.
