Should remove https://github.com/yarnpkg/berry/blob/ea699bc539bfe1538b61f433c45afeb0c15d431f/packages/yarnpkg-cli/sources/tools/backportClipanionCompatibility.ts as well since it's unused now.

What's the problem this PR addresses?
During the 2->3 transition we added a compatibility layer to avoid breaking plugins. We can now remove it safely, as most people have upgraded to Yarn 3 nowadays.
How did you fix it?
Remove the compat layer.
