Appears to be a silly bug - the max wait value was parsed but the static value was never set.
This commit tidies up the README to a more user-friendly Markdown and covers a few configuration options otherwise missing.

While freshening up the README and reviewing for undocumented configuration values, I noticed the following configuration variable is actually ignored!
This fixes the small bug and ensures the README matches.
