I didn't see any issues here and can only assume this fix does resolve deadlock issue via testing

Fix life-time of a variable used for signaling that directory has already been scanned during the initial namspace scan (thanks to bbockelm for tracing it down).
Minor corrections of flow, stlye, and code-docs in XrdPfcResourceMonitor.
