We can wrap it as a simple iconv command.

Code Review

This pull request introduces a new cli.iconv module for file encoding conversion. The implementation is a good start, but there are a couple of significant issues to address. Firstly, the current approach of reading the entire file into memory is not scalable for large files and can lead to resource leaks if errors occur during I/O operations. A streaming approach would be more robust. Secondly, writing to stdout with encoding conversion is not cross-platform, as it relies on /dev/stdout, which is unavailable on Windows. This limits the utility's usefulness on that platform. Addressing these points will make the module more robust, scalable, and truly cross-platform.
