Code Review

This pull request adds a new feature to binutils for reading rpath from ELF and Mach-O binaries. The implementation is mostly in new files and seems correct. I've found a few areas for improvement regarding code duplication, memory management, and performance. Specifically, there's significant code duplication in the ELF rpath implementation that could be refactored. Also, there are some large stack allocations that could be moved to the heap to prevent potential stack overflows. Finally, there's a minor inefficiency in string reading in the Mach-O implementation and an inconsistent pragma include. Overall, this is a good addition.
