Code Review
This pull request correctly adds the type = "table" constraint to the package.download.http_headers policy. This change effectively resolves the issue of a misleading warning being displayed when a table is correctly passed to this policy. The fix is concise, accurate, and improves the overall user experience. The implementation is sound and I have no further suggestions.
set_policy("package.download.http_headers", ...)expects users to pass in a table. But currently, this api have no type constraint causing a rather misleading warning.
