The order of arguments in table.join could lead to incorrect behavior. With table.join({cross = true}, opt), if opt contains cross = false, the final table will have cross = false. This would prevent the cross-compilation flags from being applied inside _get_cflags and _get_cxxflags.
To ensure that cross is always true for this Clang on Windows scenario, you should reverse the arguments in the table.join call. This will guarantee that {cross = true} overwrites any cross value from opt.
