Code Review

This change correctly removes the packaging of dependencies for a single target. As a result, the _package_targets function (lines 214-218) is now unused. It should be removed to eliminate dead code and improve maintainability.

Similar to the change in xmake/actions/package/local/main.lua, this is the correct modification. The _package_targets function (lines 139-143) has become dead code and should be removed for better code hygiene.
