Code Review
This pull request enhances import library generation by extending support to executables on Windows platforms, in addition to shared libraries. The changes in xmake/core/project/target.lua are correct. For xmake/modules/core/tools/link.lua, I've suggested a refactoring to simplify the logic for adding the /implib flag, making the code more concise and readable.
