First step at expanding the test matrix to Mac or Windows.

The matrix can be extended now or once wp-cli/wp-cli-tests#274 is merged.

I forgot that wp-cli/wp-cli-bundle runs tests with Behat 3.15 which doesn't know the --xdebug (which is why we had this check in the first place). Need to add it back, or — and that might be easier — maybe add a check for WP_CLI_TEST_COVERAGE to https://github.com/wp-cli/wp-cli-tests/blob/197c05e718bd7d2f6d674283910610266ca98b88/bin/run-behat-tests to optionally pass that arg.
