[Drag & Drop blocks] Chip is off the touch point for RTL languages. #4852

Describe the bug
Chip far to the right of the touch point for RTL languages.
To Reproduce
Steps to reproduce the behavior:
- Set a RTL language as the default for the device.
- Open the post or page
- Long press over a block
- Note that the chip is only visible in screen when the touch point is closer to the left edge.
Expected behavior
The chip should be aligned with the touch point.
