[Drag & Drop blocks] Update blocks order when dropping a block

## Description

Implement the native version of [`useOnBlockDrop`](https://github.com/WordPress/gutenberg/blob/trunk/packages/block-editor/src/components/use-on-block-drop/index.js). This hook provides the `onBlockDrop` event handler to update blocks order when dropping a block.
